Preface by Gilbert Grandval, Governor of Saarland, numerous color illustrations.
After the Second World War, the Saarland was included in the French zone of occupation. The first free elections for municipal councils were held on September 15, 1946, the formation of political parties having been authorized by the French military authorities. On September 15, 1947, the councillors adopted a Saarland constitution. The region became a full-fledged state in its own right, with its own sovereignty, but one that would be brought closer to French interests.
